Acceptance of Soft Furnishing Waste

January 13th, 2023

Due to the recent enforcement measures by the Environment Agency (EA) Cumbria Waste temporarily suspended acceptance of soft furnishing waste at our weighbridges and in our skips until we sourced a compliant disposal solution.

Cumbria Waste Group can now begin accepting soft furnishing waste containing persistent organic pollutants (POPs).  Following the legislation change this waste must now be shredded and incinerated through a permitted facility and cannot go to landfill.

Your waste transfer note must describe & classify the waste in the following way:

  • Describe – Domestic seating waste containing POPs
  • Classify – with a waste code (EWC) 20 03 07

It is the customers responsibility under their duty of care to know their waste material and if it is likely to contain POPs, and to provide an accurate description of the waste to Cumbria Waste or any other disposal facility.  The guidance issued by the EA does not state a cut off manufacturing date for upholstered domestic seating where it can be assumed that it does not contain POPs, and that the only way to be able to confirm their presence is by testing using an x-ray fluorescence (XRF) which Cumbria Waste do not have on our sites.

If it is not known if soft furnishing waste contains POPs or not then it must be assumed that they do.
